Dr. Clark is Director, Energy Infrastructure. Leader for all Los Angles Community College District (LACCD) nine campuses on providing renewable independent energy plants along with providing energy management, performance and conservation programs.
Currently the Team is managing independent companies for an expanded program to make the 9 campuses “energy independent” and “climate neutral” through renewable energy generation including solar, wind, geo- thermal and energy storage devices with future advanced technologies and systems including sustainable mass transit and hydrogen.
Members of the Team present findings and results at major professional conferences in engineering, public policy, science, economics and law for both public exposure to the ideas as well as publication in professional journals, books and mass media. The Sustainable Campuses paradigm is being applied to other communities and for-private companies including film studies and shopping malls.

As Senior Foreign Energy Advisor, Asian Development Bank (ADB), Dr. Clark directs a foreign energy advisory team whose role was research five countries and one nation-state (California) for a set of case studies on developed nations' history of energy generation and their impact on the environment in order to learn what not to do in IMAR. CSP makes recommendations and develops plans that “leap-frog” the energy and environmental mistakes of the west.
